The June 8 Times Union editorial (``A state budget, almost at last''), which said ``the governor's proposed third phase of a state income tax cut is still missing and may never be enacted,'' presented readers with a slightly inaccurate picture of this issue, which has been an important concern to me and Republican members of the Assembly since 1987.

First, at no time since he first sought to repeal it has the governor proposed allowing the tax cut to take place. His executive budget requests for each of the past six fiscal years have sought another repeal and postponement of the income tax cut. …
