Illinois Department of Human Services (IDHS), Dr. Carol Adams has hit the ground running and is literally bringing online services for the indigent with a click of the mouse. But, she's also stepping on some political toes because Dr. Adams has changed the way in which grants are distributed in her department.
Dr. Adams said no longer will the state give agencies their money upfront and wait for their services. Under her plan, the money will come when they prove the agencies have done what they're suppose to do. This way, Dr. Adams said, recipients will be held accountable with the taxpayer's money.
