ADELAIDE, April 28 AAP - South Australian Premier Mike Rann is "without doubt" the
best person to be leading the government, Deputy Premier John Rau says.

Delivering a strong endorsement of Mr Rann on Thursday, Mr Rau said he expected the
premier to lead Labor to the next state election in 2014 after winning a third term just
over a year ago.

"As far as I know, he's going to be there until 2014," Mr Rau told reporters.

"He seems to be enjoying the job. He's doing a good job.

"I've been really impressed with him in the time that I've had an opportunity to work
closely with him in the ministry.

"He's an outstanding leader, an outstanding premier.

"He's without doubt the best person to be leading the Labor Party in South Australia
at the present time."

Mr Rau brushed off a recent opinion poll which put primary support for Labor in SA
at just 24 per cent, its lowest level since 1993.

If an election were held now, such a showing could result in the government losing
up to 15 of its 26 seats.

"I don't know what the polling is showing," Mr Rau said.

"I know that there were various things reported in the paper.

"But I would remind you that we're nearly three years out from an election, so many
things can happen in that time," Mr Rau said.

The newspaper poll had Liberal leader Isobel Redmond well ahead of Mr Rann as preferred premier.

The government is also dealing with the issue of the sudden resignation of Industrial
Relations Minister Bernard Finnigan from the cabinet.

Mr Finnigan quit last week after less than three months in the job, with his resignation
likely to be subject to some discussion next week when parliament resumes.

Mr Rau said he was looking forward to an exhilarating, rather than uncomfortable, week
in parliament, as he sidestepped the question of his own leadership ambitions.

"It should be a great week for legislation next week.

"I'm really enjoying the prospect of getting in there next week and getting involved
in finishing off the legislation that we have in the parliament.

"That's what I do, that's my job," Mr Rau said.

WA:Man arrested over WA double murder

PERTH, Aug 25 AAP - A 47-year-old man has been arrested over the violent deaths of
a man and a woman at a unit in Perth.

Police captured the man after a tip-off from a member of the public.

The name of a man wanted for questioning over the deaths was released by police soon
after the discovery of the bodies in the city's east early on Thursday.

The man was arrested about 9.45am (WST) in the northern suburb of Nollamara, Detective
Inspector David Bryson told reporters.

Ambulance officers had found the bodies of a 29-year-old woman and a 36-year-old man
at a unit in Maylands about 6.50am.

Detective Inspector Bryson told reporters it was "a very brutal homicide".

GOLD COAST, Qld, Feb 14 AAP - Queensland's disaster recovery will be hindered by the
Howard-era construction industry watchdog, the Australian Workers Union (AWU) says.

The AWU has used its national conference on the Gold Coast to renew calls for the abolition
of the Australian Building and Construction Commission (ABCC).

Secretary Paul Howes told delegates federal Labor deserved praise for throwing out Work Choices.

But, he said, the vast amount of construction about to take place in Queensland after
recent floods and Cyclone Yasi meant there was nothing more urgent than axing the "evil"

ABCC.

"While it exists, it will be a barrier to the reconstruction effort and an attack on
AWU members' rights," he told the conference.

"The construction workers in our union, who will be the people building this infrastructure,
putting the country back together, do not want the evil of the ABCC hanging menacingly
over their heads."

The union also kept up pressure on the Gillard government over the proposed mineral
resources rent tax.

Mr Howes argued the money could help repair Queensland as a first priority.

He said it was time mining bosses such as Queensland's Clive Palmer admitted the proceeds
of the mining tax were now vital to mining regions to restore roads and rail links for
export.

"It will not just be good for Clive and his mining mates, but it will be good for all
Australians," Mr Howes said.

He later told reporters the ABCC's funding should be cut, and the body replaced with
an industrial relations inspectorate with the same rights and powers as any other.

"The ABCC depletes morale in construction workplaces, interferes between unions and
employers when they are trying to negotiate industrial outcomes," he said.

"It will be a hindrance and not a help to the reconstruction efforts here in Queensland.

"This is an independent body that has more powers than the ATO (Australian Taxation
Office), more powers than ASIO to run around on this ideological agenda, and you can change
all the people at the top as much as you want, at the end of the day it's the institution
and the laws that are wrong, not the people."

The AWU supported Labor's proposed laws replacing the ABCC, but did not support the
new Fair Work Building Industry Inspectorate retaining coercive powers over construction
workers, Mr Howes said.

He also flagged the launch of a new campaign to get a better deal for Australia under
free trade agendas.

The campaign, called Don't Dump on Australia, will be launched on Wednesday.

The 125th anniversary conference heard the AWU was now the fastest growing union in the country.

CANBERRA, April 23 AAP - Prime Minister Kevin Rudd has backed the penalties imposed
on the Melbourne Storm, following revelations the club rorted the NRL salary cap by at
least $1.7 million.

The Storm has been stripped of two premierships and fined a total of $1.6 million after
being found guilty of long-term salary cap breaches.

Mr Rudd said the NRL's punishment for the offence was fair.

"They've gone out there and taken a very tough and hard decision," he told the Seven
Network on Friday.

"I know some Melbourne Storm fans may think it's been harsh, but you've got to defend
the rules of the game ... and this seems to be the worst possible breach."

Fed: Survey shows Defence families want more support

CANBERRA, Dec 9 AAP - Long deployments and postings often take a toll on the families
of defence personnel, and a new survey suggests many of them want more support from the
forces to help them deal with the lifestyle.

More than 5,700 respondents, including partners and parents of Australian Defence Force
members, participated in the first Defence Families Survey during the past year.

While 40 per cent said defence has a culture that supports families, 34 per cent said it did not.

More than 60 per cent said the demands of the military interfered with their home and
family life.

About 70 per cent said their partners couldn't take advantage of flexible work arrangements.

A further 20 per cent said their partner's military career impaired their capacity
to accrue maternity and long service leave.

And 90 per cent said the standard eight-month deployment time was too long.

But when asked if they would put pressure on their partners to quit, only three per
cent said often, compared to 65 per cent who said never.

Respondents said defence could better support families by providing more information
on entitlements and services.

They also want more reliable communications with deployed members, and information
on departure and return dates.

Defence Personnel Minister Greg Combet says there's a clear message that families want
improved communication and interaction with defence.

"Although defence has a comprehensive range of policies aimed at supporting families,
it is clear that more can be done to improve the way they are communicated and understood,"

he said in a statement.

The survey also looked at wages and living satisfaction.

About 85 per cent of respondents said they were satisfied with their standard of living,
and around 7 per cent were not.

And half of the respondents said they were only "coping" on their salaries, while a
third said were living comfortably.

Flu Wrap (SYDNEY/GENEVA/BRISBANE)

A piggery in central western New South Wales has been placed under quarantine .. after
testing found it's been infected with swine flu .. most likely introduced by its own staff.

Samples were taken from some pigs on Thursday .. and two tests returned positive for the virus.

The owner and staff at the piggery previously suffered flu-like symptoms .. and are
now themselves being tested for swine flu.

It's the first time pigs have been infected with the virus in Australia .. and follows
a similar outbreak at a Canadian piggery in May.

Authorities have stepped in to reassure consumers that pork products are still safe to eat.

Meanwhile .. there were two more reported deaths from people infected with swine flu
yesterday .. a Queensland woman in her 30s and a New South Wales woman aged in her 70s.

Both had underlying medical conditions.

The World Health Organisation is recommending pregnant women have immediate access
to antiviral drugs to treat swine flu .. because they appear to be more vulnerable.

The advice is based on studies among pregnant women in the United States and reports
from several countries indicating that pregnant women are more at risk of infection.



ALP Wrap (SYDNEY)

The final day of the ALP National Conference in Sydney looks set to attract plenty
of attention .. at least in the form of protests.

The start of the conference will see a demonstration against the federal government's
takeover of Alice Springs town camps.

Then at lunchtime .. thousands are expected to turn up at Sydney's Town Hall for a
march to the conference at Darling Harbour .. where dozens of gay and lesbian couples
are planning to get illegally married.

Same sex marriage is up for debate today .. but the federal government's already said
it opposes the concept.

Meanwhile .. former prime minister BOB HAWKE will today become only the third person
to receive ALP life membership.

GOUGH and MARGARET WHITLAM were similarly honoured at the 2007 ALP conference.



House (SYDNEY)

The man who'll deliver the ashes of murdered student IRENE YIN to her frail elderly
parents in China says she and the slain LIN family may have been victims of a revenge
act.

The 39-year-old was beaten to death alongside four members of her sister's family at
Epping in Sydney.

MIN LIN .. his wife and their two sons were also found dead on July 18 .. while their
15-year-old daughter BRENDA survives .. having been overseas on a school trip at the time.

Ms YIN's uncle BO XI LU has travelled to Sydney from south-west China .. to represent
her parents at the LIN family's funeral.

Speaking through a translator .. he's indicated he's happy with the police investigation
.. but wants to see more evidence the murders weren't a revenge attack.



Submarine (SYDNEY)

One of Australia's two active submarines has broken down.

Defence won't reveal why HMAS Collins is in for repairs .. but NEIL JAMES from the
Australia Defence Association says the submarine had engine trouble during training south
of the Great Australian Bight.

Mr JAMES has told ABC Radio he believes it has something to do with propulsion .. but
he doesn't know how serious it is.

Defence says the sub should be back at sea later this year.



Westpac (SYDNEY)

Westpac Bank has announced it's increasing its fixed mortgage rates.

Spokesman DAVID LORDING says one-year fixed home loan rates will rise by 10 basis points
to 5.59 per cent next Tuesday.

He says the bank will also raise its three-year fixed rate by 40 basis points to 6.99
per cent and its five-year rate by 45 basis points to 7.64 per cent.

He says rates are being lifted because funding costs have risen.



US Shuttle (HOUSTON)

A successful 16 day mission to the International Space Station has ended safely with
the return of the shuttle Endeavour to Earth.

The shuttle astronauts delivered and installed the last major piece of the one billion
dollar Japanese research complex .. the largest and most capable of the station's three
primary science modules.

They also furnished the new platform with an X-ray telescope .. an environmental monitor
and a communications device to link the space station lab with Japan's mission control
in Tsukuba.



Fiji (LONDON)

Fiji's been ordered to commit to holding democratic elections next year or risk being
suspended from the Commonwealth within weeks.

Commonwealth ministers meeting in London have told Fiji to kickstart the President's
Political Dialogue Forum so democratic elections can be held in 12 months time.



Iraq (BAGHDAD)

A wave of bombs targeting Shi'ite Muslim worshippers at mosques across Baghdad has
killed 29 people and wounded more than 136 .. a month after US troops withdrew from Iraq's
main urban centres.

Security officials say the six apparently coordinated blasts occurred outside mosques
and prayer centres in and around the capital .. including one frequented by followers
of radical Shi'ite cleric MOQTADA AL-SADR.



US Economy (WASHINGTON)

The US economy has shown signs of emerging from a long and brutal recession .. with
the latest data revealing a narrower-than-expected one per cent decline in output in the
second quarter.

The Commerce Department estimate on gross domestic product was stronger than expected
by private forecasters .. who predicted an average 1.5 per cent contraction in the April-June
quarter.

Qld: Police hunt for Sydney tourist's attacker

BRISBANE, Dec 29 AAP - A Sydney tourist bashed unconscious and left lying in scrub
remains in a critical condition in the Gold Coast hospital as police close in on a person
of interest.

The Burleigh Heads criminal investigation branch are investigating how Shane Pusztai
came to be lying unconscious in scrub near the North Burleigh Surf Life Saving Club, on
the Gold Coast, about 10.20pm (AEST) on Friday.

Mr Pusztai was taken to The Tweed Hospital and then to Gold Coast Hospital, where he
remained in a critical condition in an induced coma on Monday.

His family, including his mother, have flown up from Sydney to be by his bedside.

It will be several days before doctors make any decisions regarding Mr Pusztai's injuries.

Detective Senior Sergeant Terry Goldsworthy said indications show Mr Pusztai was assaulted
and then robbed.

Det Snr Sgt Goldsworthy said the main person of interest was a man of Maori appearance,
aged in his lated teens to early 20s, with a shaved head with stripe marks down the side.

"He also has a distinctive tattoo on the inside of his right forearm that reads the
number 4220," he said.

"That postcode would indicate a location of Miami."

Det Snr Sgt Goldsworthy urged a number of young people, who would have witnessed the
event, to come forward.

"We're led to believe that a group of about six people of Islander extraction and Caucasians
interacted with the victim on the night."

Police say Mr Pusztai bought alcohol at the Miami One Shopping Centre before heading
to the park alone.

Det Snr Sgt Goldsworthy appealed to anyone who may have seen Mr Pusztai prior to the
incident to also come forward.

A search is underway for a man who failed to return from a hike in the Gold Coast hinterland
yesterday afternoon.

An Emergency Queensland Spokesman says family members raised the alarm after the man
.. an experienced bushwalker .. failed to return from the Christmas Creek National Park
as scheduled at 4pm (AEST).

He says the man knew the track well and had plenty of supplies with him.

A court's been told a documentary video .. and E-tag evidence .. will contradict assertions
by former Federal Court judge MARCUS EINFELD .. that he wasn't in Sydney when his car
was booked for speeding.

EINFELD and co-accused ANGELA LIATI are facing a committal hearing in the Downing Centre
Local Court for perjury and traffic matters.

The former judge is accused of lying under oath about a friend driving his car when
it was caught speeding on Sydney's north shore.

Crown Prosecutor WAYNE ROSER's told the court the friend .. American university professor
TERESA BRENNAN .. was EINFELD'S alibi on a number of occasions dating back to February
2003.

Mr ROSER says .. unfortunately for EINFELD .. Professor BRENNAN was killed in a hit
and run accident in America .. the day before the offence.

EINFELD'S use of professor BRENNAN was uncovered during the widely publicised police
investigation of a speeding offence in January 2006 .. at Mosman.

EINFELD swore on oath in August that year that he was in Forster on the NSW north coast
that day .. and that Ms BRENNAN had been driving his car.

Mr ROSER says mobile phone records and credit card receipts show he was in Sydney that
entire day .. and had lunch with media personality VIVIAN SHENKER on the city's northern
beaches.

He says CCTV footage and E-tag records would support this claim.

Mr ROSER says Ms SHENKER will tell the court EINFELD picked her up that day in his
silver Lexus .. but told her to say he was driving his mother's car before her first statement
to police.

He says Ms SHENKER's agreed to give evidence in exchange for immunity from prosecution.

The head of the Australian Industrial Relations Commission has taken the unusual step
of publicly defending its neutrality.

The move follows Opposition Leader KEVIN RUDD's plan to replace the AIRC and other
agencies with a single new industrial umpire.

Justice GEOFFREY GIUDICE says the AIRC is an independent body which does not enter
political debates .. and it's inappropriate for him to comment on Mr RUDD's plan.

However .. he's defended the commission's independence saying it and its staff have
worked hard to maintain the highest standards of neutrality and professionalism .. and
will continue to do so.

SYDNEY, Aug 18 AAP - A man has been injured in a suspected stabbing attack outside
the Lakemba Mosque in Sydney's south west.

A crime scene has been established at the Islamic centre on Wangee Road after the attack
about 11am (AEST) today.

NSW: Six cadets test positive to drugs, says report

Six of nine army cadets embroiled in a drug scandal at Canberra's Duntroon Military
College are believed to have tested positive to drugs.

The Daily Telegraph newspaper says the cadets returned positive results after urine
tests at the college yesterday.

It says three cadets confessed to using speed and ecstasy after being dobbed in by
fellow students.

The newspaper says the other six say they're innocent but at least six will face disciplinary
action.

A second round of testing has begun, the results of which will be sent to Army chief
Lieutenant-General PETER LEAHY today.

The scandal has rocked the elite military college.

The Australian Defence Force has a zero-tolerance policy on drugs and those cadets
found to have used drugs could be expelled from the army.

Military police raided cadets' rooms on Monday in the latest drugs scandal to rock
the army and the third this year.

BATTLE LINES BEING DRAWN IN FIGHT OVER FISHING NETS.(News)

It's not the attention-grabber on the November ballot, but a measure that would ban most commercial fishing nets from Washington waters is shaping up to be a nasty fight.

Both sides are accusing each other of playing dirty as the campaign for Initiative 696 heats up.

The commercial fishing industry asked the state to investigate alleged campaign finance violations by the sponsor of I-696, a sport fishing enthusiast engaged in a long-running feud with the commercial trawlers.

The sponsor, Tom Nelson of Seattle, recently got even by signing up for the logical choice for a ``no'' campaign Web site - www.noon696.org - infuriating foes who planned to use that Internet address.

Nelson has said he filed the initiative to protect salmon, seabirds and other sealife from commercial drift net fishing and bottom dragging.

And while salmon restoration is a hot topic nowadays, I-696 hasn't gotten nearly as much attention as Initiative 695, which would drastically reduce the tax on car tabs and require a public vote on all tax and fee increases.

But given the acrimonious history of the fishing industry, voters are likely to take notice as the campaign season heats up for the Nov. 2 elections.

I-696 would ban all fishing nets with the exception of reef nets, crab and shrimp pots, and herring dip-bag nets in Washington waters. It also would bar commercial trolling.

That 1995 measure sparked a bitter battle between sports anglers and commercial fishermen, who spent about $1 million to defeat it. The sports anglers figure they'll be outspent again by commercial fishing companies and their suppliers, but they're vowing not to be outsmarted.

Nelson said he registered the ``no'' Web site just to ``kick sand in their face'' for filing the campaign finance complaints, which remain under investigation by the state Public Disclosure Commission. The industry has accused Nelson of illegally soliciting donations.

Nelson said he has no plans - for now - of putting any information on the site. The ``yes'' campaign's Web site is www.yes696.org.

Ed Owens, a lobbyist and head of the commercial fishing industry's campaign to defeat the measure, said stealing the Web site was a low blow.

``That's the act of a very, very desperate campaign,'' Owens said, adding that his group ended up registering for www.noon696.com.

He also accused Nelson and his supporters of orchestrating a campaign of intimidating telephone calls to foes.

``It's just a repeating pattern of misbehavior,'' Owens said.

``Voters want campaigns to be clean, ethical and factual. It's outrageous.''

Nelson denied any knowledge of harassing phone calls.

``I think they're in big trouble, and they know it,'' Nelson said.

If not, it's just as well - because the fibs are among hundreds of tongue-in-cheek "facts" about Wales that have become a hit on social networking site Twitter.

With millions of pounds being invested on publicity to bring tourists to Wales, Twitter users have been inventing their own free brand of "spin" for gullible holidaymakers.

Among the many tweets making the most of the potential to baffle naive tourists with Wales' bilingual roadsigns - whether it be markers for services, hotels, or road-markings for "slow" - is: "Cardiff is the capital of Wales but the city of Gwasanaethau is the largest (look out for it signposted on motorways)"; and, on Welsh telly, "Daffodeal or no Daffodeal is the highest rated programme on S4C".

CHERYL COLE and I have never had a great deal in common. The X Factor judge is a global superstar with the kind of looks that can bring traffic to a standstill. I'm a mother of three from Manchester who rarely attracts an admiring glance.

She earns millions of pounds a year; I earn peanuts. You get the picture.

But after spotting pictures of the Geordie singer arriving at the latest round of talent show auditions yesterday, I realised we share something: cankles.

The lovely Cheryl may have looked like the perfect pop princess in a perky little fish-tail dress and sky-scraper heels, but there was no mistaking the unwanted accessory pooling round her feet.

In fact, when I saw the former Girls Aloud singer, I gasped aloud in sympathy. Forget her previous woes (being cuckolded by a philandering former husband or flattened by a dose of malaria), this was worse -- much worse. And as a cankles sufferer, I should know.

Cankles, for the uninitiated (oh lucky, lucky you!), occur when the calf meets the foot in one unapologetic union. It's a fusion of calf and ankle.

No elegantly turned, twiglet-thin ankle contours for Cheryl or me. Just one sausageshaped lump of fat splodged at the bottom of your leg. Think Hillary Clinton, Cherie Blair, Patsy Kensit and Mischa Barton. Even the saintly Helen Mirren -- who manages to looks stunning in a bikini even though she's eligible for a bus pass -- can't escape the curse of the cankle.

And my heart just bleeds for her because, unlike any other physical defect -- jowls, ugly teeth, a wonky nose, enormous breasts -- there's little you can do about cankles.

There is no ointment that can shrink your bones -- nor can improving your diet or pounding the gym treadmill really help shrink your ankles in the way they can banish a tummy bulge.

AS A size ten, I can tell you from painful personal experience that cankles bear little relation to your weight or fitness. After all, Cheryl's slight frame would suggest she'd be the last person on the planet to exhibit the kind of lower legs usually found on a swollen matriarch down the local bingo hall.

In fact -- and I try not to seethe with the unfairness of this -- I once worked with someone who was as round and bouncy as a TV agony aunt (she even kept a scrunched-up hankie in her hand to complete the look), but come summer, she'd unpeel woolly tights to reveal the daintiest little ankles I'd ever seen.

It didn't matter how many times a day I'd catch her face-down in a smoked salmon and cream cheese bagel. The ankles never put on a pound.

No, the only option for the Cankle Crew is to try to hide the damned things. That is why I've spent my life constructing a wardrobe that means my shapeless ankles are out of sight: think thick black tights, loose-fitting trousers and no short, flirty skirts. I dread the summer because that's the time cankles are almost impossible to conceal -- I thank God every sunny day for the maxi-dress: the ultimate in cankle camouflage.

Selecting the right footwear is as critical as your clothes. Forget gladiator sandals or dainty ballet pumps. Flat shoes only serve to accentuate fat ankles.

Instead, I live in long, slim-fitting, high-heeled boots -- the column of black providing a cankle-disguising optical illusion. I keep these on even when the thermometer nudges 70 degrees.

When I do buy high heels, I always select ones with an ankle strap or one across the foot to distract from the flesh beneath.

I have a favoured pair of black stilettos with heels like a giraffe's neck and a strap that garottes the skin and leaves a pink welt. At times my feet go blue though lack of circulation. But what choice do I have? It's the nearest I can get to ankle corsetry, squeezing the damned things into a shape that Nature denied them.

Any other tips? Well, I'm told that toning the calves may help -- perhaps going on long walks or cycling to shift those fat deposits around the lower leg.And go easy on the salt. Too much sodium can make certain parts of your body bulge, especially your ankles.

Sitting around for hours (me in front of a computer; Cheryl in front of the next Mariah Carey) can cause blood to pool round the feet and enhance the swelling.

So it's important to get up every 20 minutes or so to stretch your legs.

If the only thing for it is the plastic surgeon's knife, some clinics offer laser-assisted liposuction of the lower leg. An incision is made in the skin and light from the laser is absorbed by fat cells, liquefying them so they can be flushed out by the body. For the more squeamish, the internet is crammed with magic creams and potions promising to fight cankle fat.

Do any of these treatments work? I doubt it. As far as I can tell, our hideous little problem is incurable and one we will take to our graves.

So my best advice, Cheryl, pet, is simply to take heart from the fact that very few women have it all. If cankles are all you've got to worry about, consider yourself blessed.

But take it from me: a short skirt, bare legs and heels? I'm afraid it's not your most flattering look, any more than it's mine.

The WikiLeaks episode underscores the need for government-wide laws and policies that address the unintended consequences of "technology at the intersection of national security," Douglas B. Wilson, the Pentagon's lead communicator said yesterday.

WikiLeaks.org group posted more than 90,000 documents, many that detailed field reports from Afghanistan as well as Pakistan's relationships with the Taliban.

Wilson, assistant secretary of defense for Public Affairs, spoke about Wikileaks and social media issues with interviewer Vago Muradian on "This Week in Defense News."

"I think the most significant lesson to come out of this is that technology -- and particularly technology at the intersection of national security -- has outpaced the policy and the law necessary to address the unintended consequences," Wilson said.

"Classified information is classified information, and releasing that information is illegal," he said. "But I think that we have a lot to do in government to understand that we need to be focusing much more on policy and much more on the laws that we need to think about to address what have been very unintended consequences of technological advance."

Even as social media revolutionizes information-sharing, the Defense Department's communications strategy boils down to the responsibility of being transparent and timely without jeopardizing the safety and privacy of service members and their families, Wilson said

"The issues that we face every day at the Pentagon involve two factors," he said. "One, how do you deal with the press and public openly, credibly, in a timely manner and honestly? How do you provide facts and the truth, by the same token understanding that we're responsible for our men and women in uniform who are in harm's way in many places? How do you make sure that there is not unintended consequences of information which can put them further in harm's way and affect their safety and the privacy of their families?

"Those are the issues that frame everything that we do," Wilson said.

These enduring principles apply regardless of the communications format, and whether it's through traditional or evolving media, he said.

Wilson said he recognizes how the advent of social media revolutionized the way people around the world -- including those in the Defense Department -- communicate.

Social media "provides instantaneous, real-time ability to reach broad numbers of people and to communicate quickly and effectively," he said. "When everybody is equipped with the social media tools, it's a very effective means of communication."

Wilson noted the use of social media as an organizing and messaging tool in the Middle East in recent months.

"We've seen that in terms of sectors of societies in the Arab world which had not had that kind of communications across those sectors before being able to mobilize very quickly," he said.

Unlike in that past, where a finite number of elites around the world defined messages, social media provide a voice to anyone, regardless of what they have to say and whether they are friend or foe.

"You can have religious extremists from Florida to Yemen say things and do things that are going to have international impact," Wilson said.

That makes it an imperative, he said, for communicators at the Defense Department -- and across government as a whole -- to be able to explain policies in ways that people find credible.

Twitter, Facebook and other social media, Wilson said, are among the many communication tools that DOD employs, including print and broadcast media, the Internet and personal communication.

Social media "is not an end in itself. It is a tool of communications," Wilson said. "It's a way to communicate, and you need to understand the strengths and weaknesses of each of the tools of communications in order to be effective ... I don't believe that there is any panacea in communications."

S KOREA CALLS FOR COOPERATION WITH KAZAKHSTAN TO FIGHT CRISIS.

ASTANA, May 14 Asia Pulse - South Korean President Lee Myung-bak Wednesday urged his country and Kazakhstan to build what he called the "three beltways" of energy, information technology and transportation between the countries to create a growth engine that will get the two countries out of the global economic crisis.

Lee said combining Kazakhstan's vast land and natural resources with Seoul's advanced technologies will provide both countries with newfound competitiveness.

"The countries must join forces to fight the global economic crisis by upgrading their relationship to a strategic partnership," the president said in a business forum attended by some 150 Korean and Kazakh officials and business representatives.

The president arrived in Astana Tuesday, following his three-day state visit to Uzbekistan.

He and Kazakh President Nursultan Nazarbayev earlier agreed to establish a strategic partnership in a summit.

Increased cooperation in the energy sector will create a "win-win" situation for the countries as synergy from the move will spill over into other industrial sectors, such as infrastructure, Lee said in the meeting.

"A transportation beltway will bring us reform in the entire transportation sector, including air, railroad and vessels," he said.

Lee and Nazarbayev earlier agreed to begin negotiations on the introduction of Seoul's wireless broadband, called WiBro, to Internet technology in Kazakhstan.

The South Korean head of state also called for joint efforts to develop green energy, which he said will give the countries competitiveness once the economic crisis comes to an end.

Net income for the first quarter, excluding charges associated with McAfee's acquisition of client/server help desk vendor Vycor, increased 175% to $9,380,000, versus net income of $3,413,000 for the same period a year ago. First quarter earnings per share, exclusive of the acquisition charge, increased 155% to $.41, versus $.16 in the year ago period.

Inclusive of the acquisition expense, net income and earnings per share for the quarter were $1,083,000 and $.05, respectively. The Vycor acquisition was accounted for as a purchase and closed in late March. McAfee did not recognize any Vycor-related revenues or expenses during the first quarter of 1996, other than expenses associated with the merger related write-off. -0-

     Earnings per share figures do not reflect a three-for-two stock split, effected as a dividend, which is scheduled to be distributed May 16, 1996 to stockholders of record on April 29, 1996.  Results for the first quarter of 1996 were impacted favorably by the previously announced unbundling of license and maintenance revenue effective July, 1995, as more fully discussed in the Company's Form 10-K for the year ended December 31, 1995, and as a result are not directly comparable to prior periods.     "We're pleased with our accomplishments during the first quarter of 1996," said Bill Larson, McAfee president, CEO, and chairman. "We continued to achieve solid revenue and income growth, while introducing compelling new products and customer support initiatives. McAfee extended its reach in client/server network security and management during the quarter with the introduction of new products and initiatives.  Several of McAfee's most exciting new products, including WebStor, McAfee's new Internet-enabled client backup solution, were announced in March and therefore did not contribute to the financial results of the first quarter. 
 WebStor Automates Backup of Personal Data Files over the Internet 
     McAfee's new WebStor is an innovative software application that allows customers to back up personal data files over the Internet. WebStor is one of the first of an emerging category of software applications to leverage the Internet as a network operating system. McAfee pioneered this new category with WebScan, its popular anti-virus scanner for Web browsers that began shipping in November of 1995. 
 McAfee Ships New Anti-Virus Products for NT 
     In late March, McAfee began shipping VirusScan 2.5 for NT and NetShield 2.5 for NT, the industry's first anti-virus scanners for the emerging Windows NT market to utilize the Task Explorer interface.  In February, McAfee introduced VirusScan for Solaris, the industry's first anti-virus scanner for Sun Solaris servers. 
 McAfee Completes Acquisition of Vycor Corporation 
     In March, McAfee became the first PC network management vendor to integrate client/server help desk capabilities into its product line when the Company completed its acquisition of Vycor Corporation of College Park, MD.  Vycor's product line allows help desk personnel to automate problem prevention, problem management and problem resolution.  Vycor is McAfee's fifth technology acquisition in two years. 
 SaberTools 6.0 Provides Desktop Configuration Management for NT and NetWare 
     McAfee introduced SaberTools 6.0 in March, an integrated suite of five Windows desktop configuration management utilities for NT and NetWare networks.  SaberTools integrates technology previously found in McAfee's NetTools and Saber Software's Saber Menus.  McAfee completed its acquisition of Saber in August, 1995, and has now integrated the formerly separate products, technologies, and product development teams of the two companies.     The Company launched the McAfee Internet Support Forum in February.  This free Web-based service allows McAfee customers to interact with McAfee support engineers and other customers to discuss the use of McAfee's network security and management products.  The new service also helped McAfee's Web site earn the coveted Web HotList designation from InfoWorld newspaper.  The weekly Web HotList recognizes innovative web sites of interest to information systems managers. HOUSE COMMITTEE LEADER FEARS FBI'S NEW POWERS.(MAIN)

WASHINGTON -- The House Judiciary Committee chairman said Saturday the Justice Department has gone too far in giving the FBI new authority to monitor Americans and risks a return to the ``bad old days'' of abuses in domestic surveillance.

Rep. James Sensenbrenner, R-Wis., told CNN he wants Attorney General John Ashcroft and FBI Director Robert Mueller to testify before his committee about why ``regulations on domestic spying that have worked so well for the last 25 or 26 years have to be changed.''

``I believe that the Justice Department has gone too far,'' Sensenbrenner said.

Sensenbrenner was reacting to a Bush administration decision last week to issue new surveillance guidelines that allow the FBI to monitor Internet sites, libraries, churches and political organizations to help prevent acts of terrorism. Ashcroft said the new power is needed to effectively combat terrorism, and would not allow abuses like those of the past.

Sensenbrenner countered that there was no need ``to throw respect for civil liberties into the trash heap'' in order to improve the FBI's ability to fight terrorism.

``We want to make sure that the FBI, which hasn't had a good track record lately, doesn't go on the other side of the line,'' he said.

Sensenbrenner said the surveillance guidelines that had been in place for a quarter-century had worked well, and added, ``The question that I ask, and which I believe that Mr. Ashcroft and Mr. Mueller have to answer, is `Why do we need to change them now?' ''

``I get very, very queasy when federal law enforcement is effectively saying, going back to the bad old days when the FBI was spying on people like Martin Luther King,'' whose private life was subjected to electronic surveillance.

-- New York Times' interviews with nearly two dozen current and former FBI, Justice Department and intelligence officials, many of them at a senior level, suggest that FBI Director Robert S. Mueller III faces many hurdles in fulfilling his promise to transform the agency's rigid, risk-averse culture into the kind of terror prevention agency that he foresees. Some officials even question whether the bureau can be salvaged, or whether it should be broken apart so that the government can create a domestic intelligence agency separate from the FBI.

Sen. Charles Grassley, R-Iowa, a member of the Senate Judiciary Committee, wants to hear testimony Thursday from Coleen Rowley, the Minneapolis FBI agent critical of the bureau headquarters' handling of a terrorism investigation before the Sept. 11 attacks.

While the Senate Judiciary Committee meets in open session, the Senate and House intelligence committees will begin joint closed-door hearings on the attacks Tuesday. Witnesses will appear in open sessions beginning June 25.

In a letter dated May 29, the top officials of 39 airports, which handle most of the nation's air travelers, have warned Secretary of Transportation Norman Mineta that air travel will be seriously disrupted in January unless Congress delays the Dec. 31 deadline for screening all checked bags.

A spokesman for the Transportation Department, Chet Lunner, said that Mineta would not ask Congress for an extension.

Satellite radio is changing the industry.

Oct. 7--Radio listenership is down, revenue growth is anemic and complaints about programming are omnipresent.

But the radio industry, says Stephen Soboroff, owner of KCJJ-AM 1630, a 10,000-watt independent station in Iowa City, has only itself to blame for its many troubles.

"Consolidation killed local radio, it dumbed-down content, stripped news departments and eliminated the diversity that once made it such an enjoyable medium," Soboroff said. "Big Radio has made it worse."

When Soboroff talks about Big Radio, he's referring to the handful of companies that purchased hundreds of stations following passage of the 1996 Telecommunications Act. That landmark law eliminated caps on the number of stations a company could own in a single market.

As a result, Clear Channel Communications owns more than 1,200 stations nationwide, including 19 in Iowa and nine in Illinois. The nation's No. 2 radio station owner, Atlanta-based Cumulus Media Inc., owns 305. Infinity Broadcasting, a unit of Viacom Inc., owns 185 stations.

Executives at Clear Channel and Infinity would not comment for this story.

Howard Stern's announcement Wednesday that he plans to jump to Sirius Satellite Radio beginning in 2006 illustrates the problems confronting the radio industry. Though still in its infant stage, the initial success of satellite radio reveals that a growing number of radio listeners are willing to pay a monthly fee to hear programming that can't be found over terrestrial air waves.

In just two years, Sirius has attracted some 600,000 subscribers. Its main competitor, XM Satellite Radio, has 2.5 million subscribers.

Satellite radio companies point to Clear Channel's recent efforts to negotiate reduced commercial airtime with its advertisers is a sign that mainstream radio is feeling pressure from satellite.

Clear Channel wants to cut down on ad length as well as make them more entertaining. The San Antonio-based company seeks to reduce commercials to 15 minutes per hour and not play more than six consecutive spots. Long commercial sets, the company's station managers say, prompt listeners to turn the dial.

Efforts by terrestrial stations to improve the audio quality of their broadcasts by adopting digital technology is another.

"You're talking about a business that over the last 30 years plays fewer and fewer songs. There are more and more commercials, there's less and less diversity," said XM spokesman Chance Patterson.

"Clearly, there's been an awakening, where music fans and listeners across the country have said, 'Wait a minute, Why are the songs always the same? Why are there so many commercials?'"

Satellite radio, though, remains tiny in comparison with broadcast radio. While 280 million Americans listen to broadcast radio each week, there are now just over 3 million satellite radio subscribers, says Inside Radio magazine's Tom Taylor.

Satellite radio, says Sean Ross, an industry analyst with the Edison Group, is just one of many problems affecting the radio industry. Radio professionals, he says, "view satellite radio as competition, but they view other stations in their market as competition, they view the iPod as competition. Satellite has just been one piece of that."

For the past three years, total revenue in the radio industry has grown at a paltry one to three percent, according to Smith Barney Citigroup.

Furthermore, radio listenership is down 8 percent over the last year, according to a study by economist Koleman Strumpf of the University of North Carolina.

Another issue is that more people are tuning into Internet-based radio stations and visiting Web sites for downloading music.

One panacea for the radio industry may come as stations migrate from analog to digital technology. By going digital, radio stations can offer listeners higher quality sound, and more importantly, transmit at least three stations over the same frequency.

Yet listeners will need to buy new radios to hear the crisper sound. Still, as digital radio become commonplace, listeners could choose from a far greater number of stations.

"That will certainly give radio companies more revenue sources," says Michael Bracy, policy director for the Future of Music Coalition. "The question remains whether that will improve quality and allow for the type of innovative programming that will attract listeners."

Bracy argues that the radio industry must be compelled through regulation to guarantee local programming and content diversity.

But as the radio industry digests Stern's departure to satellite, Soboroff insists that little will change unless the industry addresses the impact of consolidation. Concentrated ownership, he said, has given large radio companies incentive to pay government fines for indecency rather than fight them.

For example, Clear Channel agreed in June to pay a $1.75 million settlement with the Federal Communications Commission over complaints about Stern's morning radio show. Emmis Communications has paid $42,000 in indecency fines as a result of "Mancow" Muller's talk radio program heard locally on WKQX-101.1 FM.

"When you have big corporations more interested in the next station, the next property to buy, they'll do anything to get them," Soboroff said. "Even if that means giving up their first amendment rights."

Chicago radio executive Harvey Wells, who re-launched WRZA-99.9 FM as "Nine FM" in June, adds that station owners have to ask themselves "are you relevant, are you local, are you relating to the community? What do you have that satellite doesn't?"

WRZA plays an eclectic mix of music that many say recall the best days of FM radio. Commercials are limited to no more than nine minutes per hour; the industry average is 15 minutes.

Ex-money manager known for his love of horses

Nothing seems to be missing at St. James Episcopal Church, where Paul Greenwood is the treasurer. The books at the local library, where he was on the board, appear to be in order. A financial audit of town government, where Greenwood moonlighted as supervisor and refused the $88,257 salary, hasn't turned up anything suspicious so far.

Greenwood, 61, is accused of defrauding schools, pension plans and others of half a billion dollars as manager of investment funds based in Greenwich, Conn., and Santa Barbara, Calif. But neighbors and acquaintances in bucolic North Salem say the generous, down-to-earth man they know doesn't match the schemer portrayed by federal prosecutors when he was arrested last month.

"I couldn't have been more surprised if I found Mother Teresa running a protection racket in Calcutta," said John Steele Gordon, a business and financial historian who said he has known Greenwood for more than 10 years.

The case against Greenwood and his partner, Stephen Walsh, 64, of Sands Point, is among several that have been filed since the meltdown of the credit markets. Although the Greenwood case allegedly involves hundreds of millions of dollars, it does not approach the biggest case, in which financier Bernard Madoff pleaded guilty last week to a multibillion-dollar fraud.

North Salem, 45 miles north of New York City on the Connecticut line, is wealthy but undeveloped, almost rural except for some recently built McMansions. The 5,100 residents, including David Letterman, actor Stanley Tucci and Oscar-winning composer Alan Menken, are spread over 33 square miles dotted by horse farms.

The complaint against Greenwood says he spent millions of misappropriated dollars on himself, notably for his collections of animals _ some living and some stuffed.

Before Greenwood went into public service just over a year ago _ he resigned March 5 _ he and his wife, Robin, were best known for their horse farm of nearly 300 acres. It's named Grand Central for a horse Robin had as a girl. The Greenwoods breed, raise and sell show ponies, and according to the farm's Internet site, the best are worth more than $100,000.

From Dingle Ridge Road, the farm is all tidy stone walls and labyrinths of paddock fencing. No one responded to a reporter's knock at the door of the big house near the road. The 22,000-square-foot barn, which the Greenwoods built, is out of view. It has a 55-foot-high, 120-by-180 foot arena for horse shows.

Grand Central is Greenwood's second horse farm in North Salem. In 1983 he bought Old Salem Farm from actors Paul Newman and Joanne Woodward for $2.1 million. He sold it in 2001 and bought Grand Central, then called Eight Bells, with his wife.

The Greenwoods' three-story, multimillion-dollar brick house has a view of the reservoir and a floor-to-ceiling display area for their collection of Steiff stuffed animals, apparently something of an obsession.

The complaint says some of the missing money was used to buy collectible teddy bears, but the Greenwoods' collection goes well beyond bears.

"We've assembled what now seems to be the world's largest private collection of Steiffs," Greenwood said in Bedford magazine last year. "We've given shelter to more than 1,350 Steiff toys, and there's no way our collecting days are over."

The magazine said the collection included 74 bears but also birds, cats, insects, dinosaurs, kangaroos, seals, squirrels and many other types of stuffed animals.

"Noah had nothing on us," Greenwood said.

The Greenwoods are among several landowners who allow their land to be used for the area's riding trails, renowned for their natural beauty.

Carol Goldberg, a real estate agent who also works with the North Salem Bridle Trails Association, says Greenwood is considered "a man of the highest integrity and incredible generosity."

"It's very hard to wrap your mind around" his arrest, she said. "Everything he's done has been positive. He's just so capable. I doubt you'll find a single person in town who'll say a bad thing about him."

Greenwood, a Republican, ran for supervisor in 2007, promising to put partisan politics aside and take practical approaches to the town's problems.

Gordon says the townspeople are following the case closely but generally presuming Greenwood is innocent. "The town has talked about nothing else," he says. "It's been the biggest thing since Rochambeau's troops came through" during the American Revolution.

Greenwood and Walsh are free on $7 million bond each and facing charges of conspiracy, securities fraud and wire fraud. Both are former part-owners of the New York Islanders hockey team.

Greenwood's lawyer, Robert Jossen, has refused comment.

Meanwhile, Greenwood's assets have been frozen and he's had to petition the court for $9,900 a month in household expenses for the family, including his daughters, aged 10 and 13. He's also asked for hundreds of thousands to run the farm.
